Correct Visa Office

In the Application form I could see "Visa Office requested for the process of your application:"

Where we can Write the name of the Visa Office which serves:
• your country of nationality; or
• the country in which you are residing, provided you have been lawfully admitted to that country for at least one year.

Currently I am living/working in Singapore and I am lawfully admitted for one year (work Permit), But I am not sure if I will be in Singapore at the time I will have to contact the Visa office. (I hope I will be here in SIngapore but I ma not sure as I have my Employment Pass renewal dew in next 4 months, which hopefully will be renewed done for another 1 year)

My question is can i select India "Later" in case i will not bt able to attend CHC Singapore?

As for now, as you are applying to Sydney, NS, they will see you are applying from Singapore because you will have to provide the address you current live at. Once they do an initial assessment, they will request you to send your documents to the CIC office that serves your country of residence which is Singapore. You can't change that now because you current live there. As for later one, if you move, you can try to request them to transfer your file to you home country. However, this will be totally up to them.
It usually take from 3 to 6 weeks to get a reply when your first send you application to Sydney.
