Hello everyone,

Kindly advise what is correct way to come to Canada.

I sponsored my husband and sponsorship was approved. He received COPR and ARC yesterday and is planning to come to Canada in April.

IRCC states that in regards to Electronic Travel Authorization (eTA):

You cannot apply for an eTA if you are:

a Canadian citizen or a dual Canadian citizen,
a Canadian permanent resident, or
a U.S. citizen. (However, lawful permanent residents of the U.S. need an eTA if travelling by air.)

He has confirmation of permanent residence, does it mean that he does not have to apply for eTA?

Your advise is greatly appreciated.

I asked the same thing yesterday. Apparently, the program was extended until autumn 2016, so you don't need to worry about eTA.

The answer is no he does not need an eTA to travel to Canada.

COPR is explicitly defined as not needing one, CIC website: No. If you are from a visa-exempt country and have been issued a Confirmation of Permanent Residence document, you do not need an eTA.

What however, is NOT clear, if if one CAN get an eTA under COPR. I am guessing not because the UCI would block it (like it would on a landed emmigrant). And that does create a problem for anyone who wants to travel into Canada but not actually land due to PR card waiting times. The leniency period until the fall is better than nothing, but I fear for anyone trying to do it after that.

Yes, people with a COPR can get an eTA; some already have. They are not PRs until they land.

We thought the same thing (he is not PR until he will land) and start applying. However, we were very confused as an application has a lot of questions related to his current situation that will be changed by the time he boards, like his address, phone number, his employer, etc

You will need to provide the biographic information from your passport. This includes your name, date and place of birth, gender, marital status, address, nationality and passport number.
You will also need to answer a few simple background questions to determine if you can come to Canada. For example, you will be asked about your current job and how much money you have available for your visit to Canada, and if you have any medical issues.

it is probably better not to try, what if in case a new immigrant will be rejected eTA?
