Hello

I reside in California, USA and received CoPR valid for 6 months, until end of August 2016. I want to visit Canada, may be 3 days, and apply for PR with a friend's address and leave back for US. I have couple of questions:

1. Can I visit Canada for 3 days just to apply PR and leave the country?
2. Can I provide my friend's address for CIC to mail my PR card?
3. Would CIC ask me to appear at their office, before issuing the card, for any reason while I am outside the country?
4. Is there a border office that processes immigration near Vancouver or Niagra Falls where I can apply for PR?

About your questions:
1. No that isn't a problem
2. Technically you can't do that since this isn't your own address. You might be lucky that the border officer doesn't ask to many questions and just accepts the address. But if he asks how long you are staying in Canada, you shouldn't lie and tell him you are doing a short landing. In that case, he will tell you that you should submit your address to CIC as soon as you actually moved to Canada. Others might say that you should just pretend you are staying there, even when he asks. But I'm one of those people who think that you should always be 100% truthful to immigration officials.
3. It is very unlikely but theoretically possible that they will ask you to pick up your PR card in person. But that usually only happens with PR card renewals in case there are issues with the Residency Obligation.
4. All major border crossings have CIC offices. You can double check here which ones have a border office:
