CoPR - PR processing border & visiting Canada just for PR and will leave

Hello

I reside in California, USA and received CoPR valid for 6 months, until end of August 2016. I want to visit Canada, may be 3 days, and apply for PR with a friend's address and leave for US. I have couple of questions:

1. Can I visit Canada for 3 days just to apply PR and leave the country?
2. Can I provide my friend's address for CIC to mail my PR card?
3. Is there a border office that processes immigration near Vancouver or Niagra Falls where I can apply for PR?

Yes, Yes and Yes. Search the forum for 'flagpoling' to understand the process at land borders - all of it wouldn't apply to you but some of it would give you insights on what to expect when you reach the border.

COPR validity is 1 year from date of medicals or passport expiry, whichever is earlier. So the assumption was false.

Yes. No problems at all. Make a short trip, stay for a couple of days, get your SIN and open a bank account while you're in Canada.

IRCC will only send it to addresses in Canada. So it isn't about honesty. People routinely provide their friend/relative's address.

No problem at all provided your friend is able to securely send the PR card to you in India. Next time you land, you come in as a PR so just wave your card and you're good to go.

Although making a short first trip for landing, and coming back later for permanent settlement is quite common, but it is not entirely an accepted way of affairs. Similar is the case with providing friend's address for receiving your PR card.

I agree that people do go for a couple of days to complete landing process before the expiration of single-entry visa, and give their friend's address (which is assumed by the border officers to be YOUR place of residence also, and not just A CANADIAN ADDRESS). They expect you to be physically present there to accept the card, although experience tells us that many a people do leave Canada and let their friends send the PR card over by courier etc. Also, this exercise of sending an immigration document (PR Card) across borders is a frowned upon thing, perhaps illegal too.

I can say this from my personal experience. I recently did a short landing and told the border officers that I am going to be here for a couple of days, and here is my relative's address where you may send the PR card. The officers told me this is a FRAUD to give someone else's address when you are not going to be there. I told them I will be moving to that address after some time, but not now. They said then you will have to secure a new visa/documents for re-entry to go to that address and pick up the PR card yourself, because one must be physically present to receive this. (Although people get the PR cards in regular mail all the time, but this is what the officers said to me). The officer even went as far as saying that if you are not there to receive, and the packet goes to the post office, you must go there yourself and sign to get it released.

Anyhow, given that perhaps more than 95% people who opt for short landing do receive their PR cards in their friend's/relative's mail box without hassle, I am sharing my experience. And interestingly, it's been 12 weeks now (as against the promised 6-8 weeks) and my PR card hasn't arrived yet.

Just thought that I shall share this with you guys to help you make an informed decision.

Thanks for this ! I am still debating whether I should go the short landing route but in the short span of time that I have at hand, I have no option. The other option would be to let the visa expire :(.

Are there more people with experiences such as yours?

there is absolutely no need to tell them you're here for couple of days. Just tell them you've come, and that xxxxxxxxxxxx is the address of PR Card delivery. That's it.

When you deal with Govt, only tell what's asked/required.
Do NOT volunteer additional or unnecessary information because of excitement and it would be ok.

What do you do when the first question the border officers ask is 'How long are you going to stay in Canada?'

and then second question: what's your address going to be (which could actually be just a hotel near the border and not your friend's address way up into the state or {even out-of-state} that you want as the address for the PR card).

PS: Incidentally, I received (after I had posted my first post here) a response from CIC web portal that they need 2 photos with newer specifications. I am surprised that I didn't get such a request directly from CIC during, or immediately after landing, but now only after I had put up a Case Specific Query after 2 months passed and no PR card arrived. What a waste of time!

On the other hand, you can always say that you do not have an address right now and you'll update them later when you find a place to live. I believe we would have to update the address in the myCIC account, isn't it?
