Convincing reason for TRV

My wife is applying for a TRV. We are in U.S. (California). She had a TRV rejection while she was living in India last year.

Which one would be a better/more-convincing reason to apply for TRV:

1) trip for 1 week to Vancouver (round-trip flight from San Francisco to Vancouver).
2) cruise trip to Alaska from Seattle in U.S. (cruise-ship goes through Victoria, B.C. and needs Canada TRV).

Also, we had gone on 1 cruise trip few months back (to Bahamas). So, that should help little bit.

Actual reason for applying for TRV is for short visits to Canada. However, I want to minimize risk and can plan the first trip in the manner which is least risky in terms of TRV approval.

We do not advise on how to deceive CIC.

Providing false information to CIC is a serious offense.

For a TRV, it does not matter if your wife does a round-trip from SFO to YVR, or takes a cruise. What matters is evidence that she won't remain long-term in Canada. As you are a PR, this tends to be difficult to prove.

@Jalex23, completely agree. No one should advise on deceiving. Currently, the main purpose for TRV is short visit, and we will be actually booking the cruise/flight tickets and actually take a short trip to Canada. Since, I have the flexibility of choosing flight/cruise trip, I wanted to know which is less risky (from past experiences of other people).

Do you think having one past cruise trip (to Bahamas) is sufficient to make our request for TRV for cruise trip looks genuine (in terms of travel history)? Or should we take one more cruise trip (to Mexico) to improve travel history. Or should we not take the cruise route at all?

Thanks @Bryanna for the quick reply. Yes, since I am a PR, that's going to be the most crucial part in this application.

Currently, I need to pick one (flight or cruise trip) so that I can book the tickets. I was preferring cruise for two reasons (but want opinion of senior members):

1) suspicion about over-staying might be less in case of cruise, as cruises is already round-trip with detailed itinerary, it's not as easy to skip the cruise mid-way and very rarely people might have done so in the past.

2) since we made one cruise trip few months back, it might be easy to explain that we want to do another cruise trip. Also, if I choose flight trip, I am not able to think of convincing explanation why we want to do a one-week trip to Vancouver.

I wouldn't book any flight tickets until your wife has an approved visa. You can certainly include the planned itinerary in your application.

FYI - very easy to skip the cruise and CIC knows this. You could easily book the cruise now, get the visa, then cancel the cruise (and get a refund) and use the TRV for another purpose. I would only say you're going on a cruise if you're really going to go on the cruise.

IMO the cruise looks like you're trying way too hard. CIC isn't stupid. They know you're a PR and will eventually probably want to sponsor your wife. Say you want a visitor visa to visit Canada and provide evidence of her ties outside of Canada - they'll either approve it or they won't.
