convert visitor visa to open work permit

Hi all,
I am holding post graduation work permit and my wife is in India. My convocation is on 11th June 2016 so if she come over here then can i convert in open work permit visa or she need to apply open work permit from India and come here so i am confusing in that so please help me out. I really need help. So if you have any information please get back to me as fast as possible.

She can either apply for the OWP from her home country or come to Canada on a TRV and apply for the OWP from Canada. For her to qualify for an OWP, you must have a full time job that is NOC A, B or 0. You also must have already started working in that job and be able to provide at least one pay slip.

Thank you so much for your advise. But she got rejected twice for OWP in 2014 so which option is better either apply OWP from her back country or she need to come over here on visitor visa and apply owp from here. which option is best for us. Its really difficult for us to live separate so please help us. I will wait for your reply
