Generally the application needs to be processed by a visa office outside of Canada and can't be processed within Canada.
Yes, you can certainly be rejected.
Count on processing times of a few months.
Disadvantage of applying while you are in Canada on a TRV is that it can be challenging to show ties. Make sure you pick a program that shows progression in your studies and makes sense in light of your previous studies and work experinece.
If you're in Canada as a visitor on short courses that do not require a study permit i.e, less than 6 months. Then, change of status to study permit maybe easy and possible. Otherwise, as a general tourist or family visit may raise suspicion of your initial intention.
