Contacting PNP Programs

As most PNP's require a job offer, is there really any use in contacting specific PNP programs beforehand? As far as I can tell, the Sask occupations in demand program is the only one that does not require a job offer ,(assuming that you haven't previously studies/worked in the province), and it's already met its quota for 2016.

I guess you can work with your company to make arrangement to approval your job with respective PNP office
