The CAIPS office or CAIPS department which you are talking about is a sub division of CIC... So no direct phone number only the call center
anyways just for information.... some details:-
About CAIPS or GCMS notes:-
CAIPS stands for "Computer Assisted Immigration Processing System".(obsolete now)
GCMS stands for "The Global Case Management System" ( the new system implemented by CIC for case processing)
According to
Access to information Act an applicant can gets its case file print or CAIPS/GCMS notes to see what is going on with his case file.
there are 2 ways to get your CAIPS/GCMS notes:-
1)
directly from CIC
http://www.cic.gc.ca/english/department/atip/requests-atip.asp
fee=$5 and will only be given to a person who lives in canada ( your friend/relative/family etc) you can apply online or my mail

Unfortunately you cannot contact CIC or its divisions directly by phone. you can only make a call to the CIC call center and hear whatever the call center guy has to tell you.
2)
Through Third party websites
google and you will find lots of them. they charge like 30-40 dollars.
if you have requested your notes through a third party website then you can only call to the website if they have a phone number or contact number ( which is generally not mentioned too)
