Hello, I have been searching for this problem I have but couldn't find an answer.

Here's the situation:

I am a Canadian citizen living in Canada and currently in relationship for 4 years with my girlfriend living in Philippines. She has been previously married back in 2010 and she is currently in the final stage of the annulment process because divorce is not allowed in the Philippines. The annulment has been started a little over 4 years ago and we're waiting for a positive decision.

Regardless of the decision, I would like to know if I can sponsor her as conjugal partner even if she's still legally married in the Philippines.

Thanks for any of your help.

Yes you can - married Filipinos and LGBT Filipinos who can't get a visa to come to Canada and get married make up probably 90% of all successful conjugal applications. Look around the conjugal and Filipino threads for additional information.
