I bring as FSW category single person $1000 as cash and remaining $12000 as traveller cheque but I declare to CBSA regarding to goods for settler only $1000 as cash so does it affect or not , or should I need to inform and how?

No confusion, it is very clear:

If you are entering or leaving Canada and are carrying $10,000 or more, or its equivalent in a foreign currency including any combination of coins, domestic or foreign bank notes, and securities, such as travellers cheques, stocks and bonds, you have to complete Form E677, Cross-Border Currency or Monetary Instruments Report
