Confusion about biometrics : Help Needed

Hello Everyone
I am super confused. My husband (dependent applicant) had given biometrics for his visitor visa 4 years back but we couldn't find his UCI code so left it blank post ITA.
Now I got a BIL after paying biometric fee saying to give biometrics for my husband in the next 90 days, however, my application shows "Biometric 5th Feb Completed"
Is he supposed to give biometric or no ?

The instruction letter is specific to a concerned applicant. I mean the applicant name should be on the BIL (right after the header the name of required applicant's Bio is printed there).
You find your BIL in MyCIC account, login - check status- scroll down to messages and you'll find it in PDF from.
