Confusing citizenship requirement

Hi!

I’m currently a student at york university (been there since 2013 still didnt graduate :/) and will be applying for citizenship soon.

What I’m confused about is the citizenship’s language requirement, that requires either a diploma, certificate, a degree, or a transcript.

Do I have to be a graduate to qualify or is it okay to just provide the transcript from 2013 till now?

It has to be diploma you have finished already. If you haven't finished your degree and you will not finish it before you apply for citizenship, and you have not finished any other degree in Canada, you may need to write a language exam like IELTS.

I do have an IELTS certificate but its academic. I have no idea why they only accept general because academic is definitely more challenging!

My friend's application was returned because he hadn't graduated, and submitted a transcript as proof of English. I too don't understand why they don't accept academic IELTS results, which for sure is more challenging. I know for certain because I have taken both academic and general.
