Confused with Statutory Questions

I was denied a tourist visa in 2015. Reapplied 3 months later and got the visa. Now which of these two questions should I answer yes to?

Has xxx been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

Has xxx ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?

I feel it would be yes in both cases but I also feel the question is being repeated. Am I missing something?

Sometimes you may get the visa then get denied entry at the destination airport

For your situation answer both yes
