Determine your eligibility:

The more relevant bit:
have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply
You current work experience is unlikely to be considered skilled. Your past work experience as a Wireless Technician could be considered skilled but it falls outside of the "three years prior" rule. My assessment is that you won't be eligible for CEC.
Read the criteria on your own and search for similar threads on this forum. Criteria has changed over time so make sure you don't mistake older threads for current rules.
