Confused: Have I reached second stage or not? What is going on?

So, briefly this is my case history.

- Application under common law partner in Canada Class

- Application received November 10, 2011.


'- On September 5 a letter was sent to me stating the following:

"It has been determined that you meet the eligibility requirements to apply for permanent resident status as a member of the spouse or common-law partner in Canada class. However a final decision will not be made until all remaining requirements have been met..."

With this letter I got a 2-year Open Work Permit, so I know this was first stage approval.


- On September 7, a second letter was sent to me stating the following:

"We are pleased to advise you that the processing of your application has been completed. The Canada Immigration Centre in London will contact you concerning your permanent resident status."


- Around that date, before I received the second letter, I called CIC and over the phone, the lady confirmed to me that the application was completed, and I only had to wait for landing interview. So I assumed I had second stage approval at this point.


- I live in Vancouver. When I noticed that the letter above said "Immigration Centre in London", I called the CIC again begininning of October, about 1 month after the letter. The agent put me on hold for a long time to look at my file, then he said it was a mistake to transfer my application to the London office, and that he would put a note on my file that it should be transferred to the Vancouver office instead. And they would contact me.


- Now I called again today, and the agent I talked to now says that I'm NOT second stage approved. I'm frist stage approved, and they're still processing my application. There is NO NOTE on my file, and she can't explain the mentioning of the London Office. I explained to her that I already have been told that my application was completed, but she could not see that.

As of September 7 (and currently) it says the following when I log in to ECAS:


Sponsorship: Decision Made

We received your application to sponsor X on November 10, 2011.

We started processing your application on January 25, 2012.

We sent you a letter on September 5, 2012 about the decision on your application. Please consider delays in mail delivery before contacting us.


Permanent Residence Application Status: Decision Made

We received X application for permanent residence on November 10, 2011.

We started processing X application on September 5, 2012.

Medical results have been received.

A decision has been made on X application. The office will contact X concerning this decision.



So, every time I call, I get different information. Is it normal that it says "decision made" even though it's not completed? Why mentioning of the London Office? I'm confused... Thanks for any help!
