off-course depends on your job profile and other criteria. But for IT people Ontario is the best option.

Probably, either you have not created your profile so far, or your CRS is lower than 400.
Furthermore, the cutoff score, you are referring to, relates to CIC - ITA, which is irrelevant in this specific scenario.
If you target for Ontario, get a good IELTS score (above 7 in all modules atleast so that you will get a good crs) and create your EE profile. After which, if your crs is above 400, you should be getting an invite in your CIC mail box to apply for Ontario under Human Capital priorities Stream within 45 days of receiving the message.
