Confused: Can Ontario Masters Graduate Stream Nominee go through Federal Express Entry?

According to OINP Human Capital/Masters Graduate Stream, if your application is successful, you will receive "Letter of Nomination along with the OINP Confirmation of Nomination" then you can apply for PR with IRCC. It does not say that nominee is eligible for Federal Express Entry, but I understand that a province nomination letter will give the applicant 600 points which is more than enough to be invited via Express Entry. So question is: can applicant submit application to IRCC via Federal Express Entry program?
So confused with so many programs/streams with different eligibilities ;-).

That OINP stream is connected with paper based pr application. You can't use that to get 600 in EE system.
However, you can create your own EE profile without the nomination. (Only pnp that connected with EE can give you 600 points like Oinp - HCP stream).
