Confused about notarizing

We're trying to notarize my wife's birth certificate as per the country specific requirements for where we are, and it still seems to be a grey area. We had someone take a certified true copy of it and stamp it, but we're not sure if this is the same as notarizing; they're saying it is.

Would anyone be able to shed some light on this? We can't seem to find out who would be able to notarize this thing properly.

If your certified copy was stamped by notary public in your country then it is notarized.

It was done at a legal firm.

What was the qualification of the person who signed it? It should be on the stamp.
In Canada it can be also a commissioner of oaths or commissioner for taking affidavits in addition to notary. In other countries it has to be a notary public to the best of my knowledge.

I believe it was a lawyer.
