confused about my e-cas update

hello friends.am jay and am abit confused about my spousal application.This is what my application status say
On-Line Services

Permanent Residence

We received your application for permanent residence on June 1, 2016.
We started processing your application on August 11, 2016.
Medical results have been received.

Now my confusion is that,one the explanation of each status shows below

Status of your application



IN
PROCESS

(A decision has not been made yet.)

Application Received by Citizenship and Immigration Canada (CIC)
We have received your application and will review it in order of receipt. We will send you an acknowledgement letter.

Documentation Verified by CIC
We are reviewing your application to make sure it is complete and that no documents are missing. We will return incomplete applications for resubmission.

An Interview May be Required
We will review the application and decide if an interview is necessary. If so, we will inform you in writing of the date, time and location of the interview.

WITHDRAWN

(An application can only be withdrawn when it is IN PROCESS.)
Application Withdrawn
You may only withdraw your application before the Visa has been issued. There are no refunds after processing has started.

DECISION MADE

(A decision has been made at this point.)

Medical Results Received by CIC
We have received your medical results. We will contact you only if additional tests are needed.

Approval Status Determined
Your application will be either approved or rejected. We will inform you of the decision in writing.

Permanent Residence Status Determined
If your application is approved, we will send you your permanent resident documentation and a letter saying what we need to finalize your permanent residence.

COMPLETE

(This is the last step in the processing of your application.)

Applicant Arrives in Canada and is Granted
Permanent Residence
You will need to meet with an Immigration Officer who will verify your documents and grant you permanent residence if all is in order.




Now my confused and what i don't understand is that,after my e-cas ''IN PROCESS"- Medical received
My Question is

1. why is my status not showing ''DECISION HAS BEEN MADE'' instead ''IN PROCESS''?Does it mean i have been skip from interview and if so,why was my status not updated to Decision made like the diagram explains it?

2.What will be the next step now that my medical has been received?

3.Does visa officer approve applications with out a personal interviews

Please i need some help with this explanation from anyone out here who have any experience in my situation.

1) Your application is still IN PROCESS. No decision has been made. What you saw is a list of the possible statuses, not necessarily the order they go in.

2) If they don't need any further medical info, they do your background check next.

3) Yes, they can waive interviews. This can happen when there's no "red flags" concerning your proof of relationship. It's more common to have the interview waived for visa-exempt countries. If you're applying INLAND, you'll still have a quick "landing" interview - basically they ask if anything has changed on your app, and welcome you to Canada. OUTLAND apps don't have the landing interview.
