Confused about 2-way Courier

I don't know what are they doing.
I have waited 9month to get OPR. Received OPR on November 4 and after 2 day IRCC sent the 2-way courier instruction letter. Where they mention to mail at vfs email with pickup address. I have sent mail with my address. Then, they responded after 2 days mentioning that they don't have pickup point at my location. I am from Nepal and I understand that they cann't send their courier guy to receive the passport. I called them and asked what can I do to submit my passport. I said if I courier the passport to VFS office can they forward that to IRCC after that. They relied, passport has to be submitted by my blood relative to courier guy so i cant just submit my passport. They didn't mention anything else just said the passport has to be submitted by my blood relatives. So I thought to send my passport to my uncle and give the pickup address of my uncle who is living in Delhi. Next day I called them and asked can I do so. Then one of the officer said they are only processing the passport for Indian so they wont process the Nepali passport.
And I am confused with this statement that they are only processing Indian passport not Nepali passports, I mean its not like our application is processed in different country. Delhi HC process all of the application and Delhi VFS is where all of files are submitted. So whats problem this time accepting the Nepali passport. Also its not like High Commission has instructed them to process the Indian passport only because if thats the case why did HC sent the 2-way Courier instruction letter to Nepalese applicants as well?
I am totally confused why is NDVO is acting like this.

At first they said my blood relatives can submit it later on they said they wont accept Nepalese passport .
Is this some sort of game for them?
