I think IRCC don't want to issue much more AIP as more AIP issued, later on come up with more complicated problems; as they don't know what they will do if they couldn't allow students to complete their 50% of study in Canada.But at the same time, they can't take risk to leave hopeless students.
Therefor they are trying to engage students though in confusing; this is the only remaining the best strategy to come out from this difficult/unprecedented situation without major loss for both stakeholders.

What do you think what you would like to choose if you would have option to choose one of these (Confuse OR No hope for a year of classes) in current pandemic situation?
