Confirmation from CIC stating PR Eligibility and its relation to new OHIP rule

Hi,
I have applied PR under Family Class (Outside Canada) for my wife. I have received sponsorship approval letter in Jan and my wife has arrived here as a Visitor and is currently staying with me.

She needs medical services and so enquired about OHIP eligibility. Under Ontario Health Insurance Plan (OHIP) as per the new regulations, written confirmation from CIC that she is eligible for PR makes her eligible for OHIP. So, I have decided to go for it instead of waiting till she gets her PR. I have been to OHIP office and submitted Sponsorship letter thinking that it serves as confirmation from CIC but they denied it saying it is about Sponsorship but not related to PR applicant's eligibility.

My question is apart from Sponsorship letter to Sponsor, will the principal applicant receives from corresponsing Visa Office that they have started PR processing. If not, will I have to request Visa office to send me a letter stating she is eligible for PR. Please advice.

I believe that the OHIP eligibility is intended for individuals who are applying IN-LAND.

In addition to the requirement that the individual receive a confirmation letter from the CIC confirming they are eligible for PR, the following is required:
- you make your primary place of residence in Ontario;
- you are in Ontario for at least 153 days of the first 183 days immediately following the date you establish residence in Ontario (you cannot be absent for more than 30 days during the first 6 months of residence);
- you are in Ontario for at least 153 days in any 12-month period.

I think only in-land applicants who have received first stage approval would meet these requirements. Visitors, which most outland applicants would technically be when in Canada, unfortunately do not qualify.
