I received my COPR with a condion on it -saying I must cohabit with my congujal partner for 2 yrs beginning the day after I land- my question is that I was planning I land and then come back to the USA to finish my work contract? Will this be a probl when I try I re enter?
I will be landing in January but officially moving and living in July

As long as you and your partner make a first landing within the immigration visa shelf life period, you are good. The 2 year period and its onus of proof lies on you. In your case, if you intend to begin living in Canada from July, your 2 year period will start from then. Residency Obligation timelines must adhere to the 730 days in a rolling 5 year term must be met as well.

Will your partner be living in the USA along with you? In this case you are fine.

However if you land, and then immediately go back to USA to live while your sponsor stays in Canada, then you are clearly NOT cohabiting so would be in violation of the conditional PR.

Now the question is, would CIC actually do anything about it? When you return back to Canada after 6-7 months of living apart, the border/immigration officer may notice you are a conditional PR, and may ask questions to see if you've been living with your sponsor. If they find out you haven't, then they could report you to CIC.

But the purpose of this rule is to combat marriage and immigration fraud, so most likely they wouldn't care about your case. The 2 years cohabitation is a new rule so nobody has seen it enforced yet, so nobody really knows for sure.

Ok. I plan to go in April to house hunt and then when I return in July we will actually be married. No he is livig in Canada. What would I say at the border in April-
I will have my PR card by then does that have conditions on it? Actually typed on it?

No, there will be nothing physically written on the card. Though I'm sure if a border official swipes your PR card, the conditional status would pop up on the screen.

My fiancé called the called center and they said that this is to present fraud relationships- they said coming back to work for 6 months plus our wedding at the end of June this wont be a problem. So I hope and I'm guessing they are right - but I can't Leo think that maybe the border agents will say something different to me

The call centre people are good for basic information but for anything beyond that, they can't say for sure. Really each case is different and up to the discretion of the CIC officer. There is some small risk involved. It is up to you how comfortable you are with taking that risk.
