Conditional offers and spousal work permit

I have two queries:
1) I have received offer letter from university which has two conditions I need to fulfill. Both of these are sending institution verified photocopies of my previous degrees to DLI (UG AND MS degree). After fulfilling these conditions Do I need to get a new offer letter from DLI before attaching it with my visa application?
2) my spouse will apply for open work permit, is there a possibility that I might receive my visa and their's get delayed? Or rejected?

1. After fulfilment of the conditions, the condition status might get updated somewhere in student portal or you may receive an email confirmation as well. You can attach these screenshots in the client information. This will work. If your university provide unconditional LOA, then you can update it later using webform.
2. The success rate of getting dependent visas approved is not that great and also depends on the country you are applying from.
