Concurrent Processing LMO and Work Permit

I am applying for a work permit at a Canadian Consulate outside Canada.

Can I apply for my work permit whilst my LMO is still under processing? I forecast my LMO could be approved between 8 to 10 weeks from now.

Will the consulate give me, say 30 to 60 days to submit my LMO from date of work permit application or will they outright reject my work permit application because of no LMO?

I want to speed up the process so I can land earlier in Canada.

Any advice is appreciated.

1. You apply without the LMO, the application will be returned as refused.
