Concurrent application, Is it OK or I have to withdrawal the file first?

Good day. My name is Nodir. i applied for Skilled worker class imigration 20th of march 2010 under MI2. My 2nd pack of docs was received by London VO 25th of January 2011. And of course because of backlog no reply till now. Is it better to reapply under MI3 this july rather than wait for my file to be current?
Can I apply before withdrawaling my file and only withdrawal when I receive new case number.
If i do so I will not loose my chance as there will be quota of 500 visas and I'm not sure will I be alloted one.
And 1 more question. My IELTS will expire 20th of July. Should I have to pass IELTS one more time?

First of all, the cap for MI3 is probably reached by now.....What is your NOC? The next round off applications will start in July so if your NOC is eligible, you can apply. And you can apply without having the withdraw the first one. IELTS is valid for 2 years, so if yours will expire in July, you might as well, sit for the test before July so that you can send your application without having to waste time. Hope this answers you query.

Thanks a lot. I need a time for preparing for applications and IELTS. That's why I wanted to clarify this. I will begin the process now.

We had 2 applications. One in 2006 and the other in my profile...
Gosh I am glad we re-applied, as they have canned all pre 2008 applications
Anyways we Just wrote a brief cover letter with the New application, that had details of old application.
There was no Probelm. After completing the Landing old application vanished from eCas.
If you are able to apply you should.... No issues.
