Most Canadian universities need B grade or minimum 60% in final 2 years of B.tech degree for students from India, Pakistan, Bangladesh, Nigeria etc. and an IELTS score of 6.5 overall (with no bands less than 6)(some may require IELTS score of overall 7) for applying to engineering Master degrees. They DO NOT require GRE. Some, universities like the university of Manitoba, Memorial university consider min. 55% in final 2 years as equivalent to B grade.

However, meeting just the minimum requirements does not guarantee admission. The higher your B.Tech/Bachelor of Engineering scores are, the more your chances of getting admission.
In case of Concordia - under international degree equivalencies, different requirements have been laid out for applicants from different countries. For example applicants form India will require minimum 60% or first division.

So, for example... if you are from India..and your converted GPA is atleast equal to 60%/first division...then yes..you are eligible to apply. Getting admission depends on your overall profile, academic marks and quality of other applicants competing against you.
