company requires work permit, permit requires job offer

Has anyone experienced this? Its a chicken and egg problem
I find that companies are not willing to go forward with the interview unless and until you have job offer.
And without job offer/LIMA you won't get +600 hence no PR. :-X

Yup that's the bitter fact. Employer don't want to spend extra manpower and effort on their employees' immigration matter, CIC want to make it harder for employers to hire foreign nationals.

I was rejected for a second job interview because I am not legal to work in Canada permanently, even the interviewer said I am of their interest. I told them I will apply for PR before it expires and there's no extra cost or anything, but still.

Be positive for a moment: no one said PR will only be given to those with +600 points. In fact, CIC expects a larger number of ITA will be given to people without job offer. Down the road after employers know the system better and utilizes it, more 600+ points applicants gets ITA.
