They scrutinize everyone. Someone being sponsored for PR who is also a refugee claimant will be scrutinized more. If you haven't sent in the application yet, I would include more proof the relationship is genuine than the average applicant.
The real problem comes when a refugee claimant is denied, then marries someone or lives with them and then applies for PR as a sponsored spouse or partner.
