Common Law Paths

Hey all I have a few things I have to declare and thought to pass it here too see what it all means.
My boyfriend is in the Middle East now and intends to come to Canada for my birthday next year. The plan is for him to stay so we can apply for common law and I have a few questions;

1. What must he tell the border agent? Seems to be that people get denied entry if they’re entering on visitor visa and don’t intend to fly back.
2. How soon can we add him to my stuff (lease, phone bill, utilities etc.?). I signed a new lease now and unfortunately don’t think I can add him to it. But for things like inernet/hydro etc do they allow joint accounts? And for phone I just need to add a second number to my account but can the name be his?
3. And for tax purposes do I add him to my 2020 taxes when filing in 2021 or the procedure is different?
Please help me out thanks.

Are you a Canadian citizen or PR? He will need written authorization to travel so needs to prove that you are in a long term relationship & his travel is essential. So you want him to stay a year on a visitor visa. then apply for common law. He doesn’t need to work for 18 months.
1. Officers will determine how long he can stay. They may or may not give 6 months as he is only a visitor. The intent is not to live in Canada.
2. You can add him to the lease. Ask the landlord. Add him when he enters depending how long he can stay.
3. You don’t add him to your taxes in 2020 or most likely 2021, you are single.
