Me and my partner started living together in Februray 2024. I got my ITA IN july and applied for my PR under CEC in August 2024 as Single marital status. Now in Februray 2025, we will be completing 1 year to be eligible for common law. I am just waiting for my COPR. Can Applying for my partner's sponsorship under common law raise question about my already issued PR due to common law status not being declared. Technically i did not complete 12 months with him when i applied for my PR.

you need to declare him if you complete 12 months before you become PR (doesn't matter when did you apply it)
so as long as you get eCOPR before Feb 2025, you're good
 
if i get my eCOPR issued before we complete 12 months in Februray 2025 and later in March or April 2025 we apply for his PR under common law sponsorship, can the IrCC question me in any way that i did not mentioned about him in my application??? I didn't mention him as we did not completed 12 months and could not declare common law.

Yes, it's okay to mention your common law partner when you have 12 months of cohabitation.

But you can postpone receiving your eCOPR and inform IRCC about change of your marital status.

If you don’t add your partner to your PR application once you become common law you will not be able to sponsor them.
