FBI states up to 6 month delays in police checks due to government shut downs, so can I send in my application to get it going and then mail in my FBI clearance at a later date? ???

Even though FBI says it takes up to 6 months, we were able to get the FBI clearance in about 6 weeks time. We then submitted it with the application. But then this was before the shutdown. I am sure that once the shutdown ends, it will go back down to 6-8 weeks.

It's what we did when applying. I had expired clearances which I submitted with a note saying "updates to follow" 2 months later I forwarded the updates by email and regular post.
 
You can always submit it without the police report and wait for CIC to request it. By the time CIC request it, the timeline for FBI clearance will drop down to 6-8 weeks instead of 10 months. Remember right now 1st stage is now 11 months. I am sure the US shutdown will be over by then and timeline for FBI will be back to normal.
