I am coming to Montreal as a student with my wife (OWP).
I want to know a clear pathway to PR.
What preparation should I take during my status as student to prepare myself getting a PR inside or outside of Quebec?

I would recommend you leave Quebec as soon as you complete your studies and move to another province. People have had very bad experiences with the Quebec Skilled Worker program.

Noted. I also found that by "PEQ" it is possible to get PR within 6 months. But, he/she has to get B2 level in French test "TEF" which is difficult.

Yes - but you have to get CSQ first which I believe is taking six months right now. And as you said, you need to be able to speak, read and write French.

Again, people have had very bad experiences with the Quebec programs. Best advice is to get out of Quebec once you have finished your studies and go live somewhere else on your PGWP. But obviously your choice.

If you aren't fluent in French you will also find it more difficult to get a job in Quebec.

I believe that this the best advice. Definitely I will do which is good for me to get quick PR.

But I wonder how so many people in Montreal settled there through this difficult system! I saw that After CSQ, so many people are waiting for 2 years even more!! This is ridiculous. Why Quebec system is the slowest?
