No you don't have to pay the tuition before apply for the study permit, BUT most colleges require a deposit before they will issue an acceptance letter.

NO, there is no need to deposit the fee before u got visa. Most collages do not require u to submit the fees. I dont know about any collage that wud issue an acceptance letter uppon deposit of fees.

Means if we have got offer letter then we can apply for visa without depositing fees , i thought it wld be necessary from embassy point....

yes u can apply for visa without depositing fees, as i did and waiting for visa and many of my friends did and got the visa.
