Co-op work permit at port of entry

Posting on behalf of a friend who has lots of questions...

The student entered the port of entry for the 1st time and was given the study permit, and it seems they requested the cbsa officer if they can also be given a co-op work permit. This is because the University people had suggested that the student can request for a co-op work permit at the port of entry, while coming to Canada.

But cbsa officer has said no, they can't be given the co-op work permit at the port of entry, because the student has only been approved for a study permit. Student was asked to apply online for co-op work permit, which they did later and was approved.

Now the person's question is whether this constitutes a permit denial? Any ideas or suggestions would be helpful!

In my opinion, your inquisitive friend asked the CBSA officer verbally if they can get a co-op permit (it doesn't work that way). It wasn't an application that was refused. So no, it does not constitute a permit denial.

NO. This does not constitute denial.
