Closed WP + SOWP

I’m aware 3 pay stubs are needed when applying for SOWP based on PGWP. However, can some one show me where that is also required when applying for SOWP based on LMIA WP at the port of entry. I don’t get why they can’t just apply together when Flagpoling as they would outside of Canada.

Because the land border is not meant for approving permits and are not equipped to do the background checks necessarily. Their primary role is to protect the land border not approve visas/permits.
