Closed WP but no project/work in Canada

Hello - So here is the situation of my friend. Hoping to get the best advice/suggestions here:

He is married and both are working. His wife's employer has applied for the Closed WP for her along with OWP for my friend. Now there's a possibility that his wife may not get any project here in Canada because of cost cutting but what happens if they both get the visa. How can my friend and his wife move to Canada if she is the PA and is on closed WP while he on OWP?

It's a bit of a tricky situation and not possible to predict exactly what would happen.

It's possible they could arrive and have no issues in getting the work permits issued. If that happens, then your friend can work but his wife cannot. If she wants to work for a different employer, she'll need to secure a new job offer, new LMIA and then apply for a new work permit.

There's also some possibility (less likely) that CBSA could call the employer to verify there's a job waiting. If they do that and there is no job waiting, then you should expect that neither WP will be issued.

If there is no work for the primary applicant they are supposed to be honest that there is no longer a job. It could cause problems in the future if you apply for another permit and it is clear that you came to Canada and never worked on your previous WP but your spouse worked while they weren’t the primary applicant.
