Hello all,
I came into Canada on 5th Feb 2016 on a closed WP. My closed WP was extended for another year just recently. I work in an IT company and was not sure if I could convert/change my WP to a open work permit. Also, I wanted to know when I could apply for a PR and on what basis could I apply. I did visit the CIC website and i was not getting any specific questions answered. I would appreciate if someone could help.

Thanks

You cannot just change closed wp to open. You need to have valid reason to apply for open wp, such as your spouse has closed wp then you are eligible for owp, etc.

Everyone can apply for PR anytime, from withing or anywhere in the world.
What you need is to be eligible to make your profile in the express entry pool and to have enough points to have a chance to be among the ones that are selected from the pool usually every two weeks.

As you have been working in Canada for at least a year, you will get points for Canadian Work Experience, which increases your chances for PR.
With 2 years work experience you get more points, etc.

You can calculate your points using the CIC online point calculator, and make your online Express Entry profile. To get points for English and/or French language abilities you need to take Ielts or Celpip test.
To get points for education you need to get you non-canadian education certificates evaluated by WES or similar organizations.

Search online to see what other qualifications you can gain points for and how (age, foreig work experience, ..).
You need to search patiently, and you can find useful discussions in this forum.

Good luck!
