closed work permit timeline - restoration status

Hello,
My friend applied for LMIA exempt (closed) work permit in july on restoration status due to which he cannot work until the closed wp gets approved. it's very stressful :(
does anyone know timeline for lmia exempt wp?
Also, if he gets his AOR first before getting his work permit (&returning to work), would that be an issue?

Processing is 3-5 months for most work permits. What do you mean by AOR for a work permit? He can work once permit is approved. How is he eligible for LMIA exempt permit?

AOR from his PR application. so if his PR application starts getting processed first, and he isn't back to work yet bc he hasn't heard anything about his work permit, would that be a problem?

work permit eligibility bc he has pnp nomination and employer helped w LMIA exempt wp.

No he can’t apply for BOWP . He need to actual wait for work permit to get approved to start work again.
