I am a little bit confused about language proof for Citizanship application. My friend sent the CLB certificate in her application last summer and her application got approved with no issue. However, on CIC website it clearly says that you only can submit CLB as the language proof if you attended a Government funded language program 
...I didn't attend any...I have CLB certificate though..Should I still send it?
Unfortunately, I already registered for CELPIP test and paid $200... (I did it before I talked to my friend).
So if any of you knows for sure, please please advise! As I have two options:
1) Submit application with CLB certificate now and refund 50% for CELPIP tets or
2) Wait to pass the CELPIP test (the closest i could book in more than 2 weeks), wait for results via MAIL and lose like a month at the end of the day....I really want to get this done ASAP
