can I create and upload profile in express entry if CLB is lower than 7? I intended to go for AINP Express entry.

No. To create an EE profile, you need CLB 7 in each section. It will not even allow you to create a profile if score is not met. What are your IELTS scores.

First speaking language minimum requirement is CLB 7
Second speaking language minimum score is CLB 5
