clarification regarding time lines on government sites

Hoping I am correct. I have book marked two gov't sites with statistics since last year as to typical waiting time. One site reads...."Family Class:Spouses & Partners April 1,2008 to march 32,2009... In my case I read "80% finalized 13 months. This is in Bogota, and I am sure is time from when a file is created there... The other site reads "All applcations for permanent residence excluding skilled wokres etc....80% finalized in 17 months... I assume what it says, these stats are for far more people than spouses and partners. Crazy part. , I had a meeting with a lady, who works in town, for my m.p. in Ottawa...She was mad when I tried to explain there are two sites..!13 months is for spouses...She kept saying 17 months for all and only looked at one site..I will see her again next week to see if she has any info...If my opinion is correct...geesh how can I blame people on Bogota for taking so much time , if the M.P., assitant here who works with immigration does not even know there are 2 tracks. One for spouses, and one for other outlander application. Any comments? am I reading this wrong?

Actually there are 20 tracks for permanent residence processing, it appears that she doesn't have a clue.
