Clarification on dates for the application

Wanted to clarify a few items regarding dates for the application:

1) For the addresses and work history, can the TO date be "Present"? Example: From: 2009/XX, To: PRESENT

2) Can I pay the fees for the application BEFORE the signing the application (before my 1095 days but within a few days?)

3) Can I take the PHOTOS for the application BEFORE the signing the application (before my 1095 days but within a few days?)
