Clarification about BC Job offer without LMIA requirement for BCPNP purposes

I'm sorry if this has been posted somewhere already but am i right to understand that for BCPNP EE, a job offer is required and this job offer does not require the employer to apply for LMIA? In short, employers could have more motivation to look at foreign applicants on the basis of qualifications only without the hassle of LMIA?

How does this BC PNP Job offer without LMIA work? Anyone with direct experience on this? Thank you!

Yes, that's what it means.
The employer creates a job offer letter with the salary, duration, job description etc., which both of you sign. There is also a Job Offer form, that one or the other or both of you sign.
