Claiming for refugee while on transit in toronto pearson airport

Hi,
I am asking this question on behalf of one of my friend who is in trouble back home.he has a valid usa visit visa and booked a flight to USA with a 13h transit in toronto pearson int. airport and planning to claim for refugee status in canada while in Transit.
I am wondering if its realy possible to claim while being on transit !
Any opinion?
But I think it's possible if he can somehow reach to a CBSA personal.but I am in doubt if he could do that!

I assume he has a Canadian TRV as well? He will need one to transit through Toronto. He can't do that on the US visitor visa alone.

Yes - you can make a refugee claim while in transit.

He needs to get a TRV. He won't be allowed to board the flight to Canada without one.
