It doesn't matter what visa you are on. The chances of your success depend solely on your individual situation. If you are a real refugee and are facing evidenced persecution, your chances are high.

what are my chances by Claiming Asylum in Canada while on Tourist visa?

Chances are probably pretty good you can claim while in Canada. The difficult part is having your claim approved afterwards. What are your grounds for claiming asylum? Do you have proof? Do you have a TRV to get to Canada? It's not as simple as just showing up, saying "Hi, I'm a refugee" and off you go.
