Civil Servant - Government v. Employment - Advice needed, thank you!

Hello.

I am currently filling out the e-APR. I am in the Personal Activities section. There, I see all of my employment details that I had imputed when I created my EE profile.

I have two work experiences that are currently showing as "Employment":

1. Architect in the Municipal Offices in my hometown.
2. Urban Planner in New York City Department of Transportation.

The definition of civil servant varies from country to country. I do not consider myself an "official" civil servant since I've never been elected or have had an appointed position, I've always had fixed-term contracts. No political associations.

Should I leave both of those activities as "Employment" or should I change them to "Government"?

Any advice is appreciated.

In New York City, for example, you have to take a Civil Service exam and go through a special procedure to be come a Civil Servant. I have not done that. There's even open data about every active civil servant in the city (see below). But I wouldn't expect CIC to know about each individual agency's procedure around the world... Same thing back home, Civil Servants go through special procedures to get that title. They even survive administration changes, whereas I could have been replaced any time with a change in administration.
