Note: A child born, or a new family member when a PR application is in process is a whole different matter and must be reported ASAP.

"Persons who are citizens
3. (1) Subject to this Act, a person is a citizen if
(a) the person was born in Canada after February 14, 1977;"
The only things that would prevent the child from being recognized as Canadian despite being born in Canadian soil are described in subsection 2 and aren't applicable to you from what you've posted in this forum.
