Are you a Canadian citizen by birth, naturalization or descent?
If you are by birth or naturalization, then you must apply for your child's citizenship before you can apply for his/her passport. Being a citizen is a requirement for applying for a passport for any country in the world.
If you are by descent, then your child is not a Canadian citizen.
